2. Background

The National Council for Persons with Disabilities (NCPD) plays a central role in coordinating disability inclusion policies, services, and multi-stakeholder initiatives in Egypt. Under the EU-funded Action “Strengthening the National Council for Persons with Disabilities”, institutional capacity development is a strategic priority aimed at enhancing the Council’s ability to plan, implement, manage, monitor, and learn from complex institutional and programmatic interventions.

In the context of this consultancy, the term “project” refers to:

· Institutional reform initiatives undertaken by NCPD.

· Development and implementation of strategies, action plans, and systems.

· Multi-partner cooperation and donor funded programs.

· National policy implementation processes requiring structured planning, coordination, and performance monitoring.

Structured training in Project Cycle Management (PCM) has been identified as a core institutional need to strengthen staff capabilities across the full project lifecycle.

· Develop logical frameworks and results chains.

· Prepare realistic workplans and budgets.

· Monitor implementation performance using indicators.

· Use projects as management tools.

· Produce actionable progress reports for internal management and donors.

· Apply risk management and adaptive decision-making tools.

By the end of the training cycle, participants should be able to apply PCM principles autonomously in their daily work.
